When Report Builder creates a copy of their own report lists (but not drill lists), this list will be copied together with all drill lists linked to it. To make the drill list available to be used in other reports, Report Builder should create it on a report level first and then copy it to the desired report.

Reports created by Report Builders are visible to Report Admins under the Unpublished Tab in the Open Report Panel. They will appear grouped under the name of the Report Builder who created them.
Report Admin can publish these reports as all other reports, that is, selecting the report in the panel, clicking on the gear that will appear and selecting Place in Menu option.
